Proposal Evaluation Process

The evaluation process is carried out in the steps as indicated below:

Proposal Outlines (PO) are evaluated by a Group of Experts (GoE) according to the defined evaluation criteria.

 The GoE agrees on a recommendation to the Celtic Core Group (CG) and the Public Authorities (PA) if the PO shall be

  • recommended to submit a Full Project Proposal (FPP) at the second phase
  • not recommended for a FPP

At the second phase of the proposal phase all invited proposal will submit a Full Project Proposal that contains a detailed description of the proposed project.

As in the first phase, the GoE will assess the FPP and give recommendation to CG and PA, who will decide if a proposal will be granted a Celtic label and can start negotiations with the PA on funding.
