Guide for preparing a Proposal Outline

General remarks

Proposals for a Celtic project must be based on work items as indicated in the Celtic Purple Book. The Purple Book, as well as the deadlines for submission and evaluation of the proposals can be found on the Celtic web site (www.celtic-initiative.org).

2-stage Proposal submission process

The preparation of a Celtic proposal is done in two stages:

1st stage: Submission of a Project Outline (PO)

2nd stage: Submission of a Full Project Proposal (FPP) for the selected proposals that had been submitted as PO.

 

Project Outline (PO) template

The template for the preparation of a Full Project Proposal can be downloaded from the Celtic web site.

Use the template as specified. Extend tables and text fields as far as needed. Please remember that a PO should not exceed 20 pages.

Details on PO completion

Project Identification

Please define a short name for the project. In addition to the acronym indicate also the full title. Enter name and requested contact information of the submitter.

Key Information

Effort and budget table: Summarise the effort and budget figures from the tables further down in order to achieve an immediate overview on effort and requested budget. The requested budget includes both expected contributions from national or Celtic funds and from own contributions.

Project relationship to and prioity of Celtic Objectives:

Please mark, which Celtic technical domains are addressed by the project (cf. Celtic “Purple Book”). Indicate the priority of the addressed domains by assigning one of the following priority numbers:

3= Main focus (indicated maximum 2 domains that you consider as main focus of the proposal);

2= Medium focus (domains where the focus is still important, e.g. 20..30% of the work);

1= Minor focus (domains where the focus represent less than 20% of the work);

no mark= This domain is not covered.

Note: Main focus means that a domain is covered by ≥40% of the total work. Therefore do not indicate more than 2 domains as main focus!

Abstract: Provide concise information for executives on the project scope and expected results. Explain why the project is considered important. Limit the abstract to maximum 25 lines.

In the second box please provide information how the project will contribute to the Celtic “Integrated Telecommunications Systems” approach. Explain how it will contribute to promoting the Celtic “Pan-European Lab” with platforms and test vehicles. Limit the text to 20 lines max.

Consortium Overview: List at a glance all involved partners and the countries where they are located. Indicate also the type of organisation. In case of SME refer to the Eureka definition (< 250 employees). In case you have already established some contacts with national Public Authorities (PA) please indicate ‘Y’ otherwise ‘N’.

1                       Proposal Summary

Please provide clear and convincing details on the proposed project. The recommended length of this part is about 3 pages.

1.1      Main focus

Explain the main intention and the goals of the project; if possible attach figures to make your idea better understood

1.2      State-of-the-art situation

Describe the current technological situation, the current problems and gaps and indicate current activities on technological improvements.

1.3      Relevance to market needs and expected impact

Explain which impact your project will have on the competitive edge for European industries. Attach a competitive analysis

1.4      Technological innovation and strategic relevance

Explain which technological innovation your project will have, and what the strategic relevance of your proposal will be. Describe the expected impact of the project outcome. Describe relationships with related European or national projects.

1.5      Relevance to Celtic

Explain the technical & strategic relevance and adherence to the Celtic ‘Purple Book’, in terms of:

·                 Technical contents (domains addressed)

·                 Contribution to the ‘Integrated Telecommunication Systems’ approach

·                 Contribution to the ‘Pan-European laboratory’

1.6      Major results

Describe the major results expected from the project.

1.7               Exploitation of results

Indicate how the results will be further exploited by the partners.

1.8      Contribution to Standards

Describe how the project will contribute to standards.

1.9      Dissemination activities

Describe the planned (major) activities to disseminate the results.

 

2                       Project and work organisation

In this chapter you should provide a detailed description how the project will be structured and the work organised. In particular it is important to explain the relationship and work flow between work-packages. Indicate also critical paths and provide an assessment on possible risks.

2.1      Project structure

Describe how the project will be organised (e.g. work package structure, links and relationship between work packages). Provide a technical description for each work package (intended results, milestones, work organisation)

2.2      Project Calendar

Provide a timeline (Gantt chart or bar diagram that indicates the duration of each WP (and tasks); their interdependencies and milestones (e.g. delivery dates or other important events).

2.3      Project management

Describe the overall project management structure. Indicate and explain the individual responsibilities in the project (project leader, WP-leaders), the decision-making process, and resolution of conflicts.

The recommended length of this chapter is 1 to 2 pages.

 

2.4      Risk assessment

Provide a risk analysis and a contingency plan for identified risks.

2.5      Work breakdown

Describe for each work package the technical work that will be carried out, the expected results, and the intended use or exploitation of the results. Indicate further work breakdown of each WP (e.g. tasks). Explain also the roles of the partners involved in the work package and their major contributions for that work page.

2.6      Details on budget and funding

Provide an indication under which funding assumptions the budget and effort has been allocated, which sources for funding have been identified and what kind of own contributions could be offered. In chapter 2.6.2 a rationale should be provided in case additional budget will be needed for equipment and other costs. This budget must be included in the total budget figures.

3                       Overview of the Consortium

3.1      Description of the consortium

Describe why the consortium has been composed as proposed. Indicate what kind of expertise each partner will provide and how well the available expertises match with the project requirements. Identify possible gaps in expertise and explain how these gaps will be filled (e.g. by future extensions, or by a complementary national or European project).

3.2      Contact details

Provide for each partner details about the identified contact person.

4                       Effort and budget tables

Fill in the tables as indicated. In the tables in 4.1 insert additional rows for each partner in a work package. Please note that all figures should be given in person years (PY). In table 4.2 the total planned budget shall be specified for each year and each partner. The figures are in kEuro. In table 4.3 the total effort per country and year shall be compiled in person years (PY). In chapter 4.3.2 the planned budget (in kEuro) should be specified per country and per year.

 

Submission Procedure

Deadline for submission is 28 April 2004 17:00 CET

Online submission

The preferred submission procedure is through our online submission form. You can use the same form for the Announcement to submit a proposal and the real proposal submission.

In case of an early announcement you should fill in all data that is currently available. Please check the radio-button if the submission is an Announcement or a real proposal submission (including attachment).

The online form needs to be filled in for the requested basic data. In addition you can also upload the PO form to the Celtic server. After submission you will immediately receive a confirmation mail including a permanent link to your online form. This online form can always be updated and re-submitted again until the submission deadline.

Submission via e-mail

Submission via e-mail attachment is also possible though not recommended

1) For the submission of your Proposal Outline you are requested to use the PO templates. The completed form shall be sent as Word document or (unprotected) PDF file via e-mail attachment to call2-po@celtic-initiative.org

2) You are also requested to submit an Intention to submit a proposal via online form or you use a Word template. This announcement should be be sent in as early as possible but not later than by 21 April at the latest.
