Flanders (IWT):

-       No dedicated budget is foreseen for CELTIC projects. The projects are handled in the normal industry-oriented funding program.

-       Basic funding percentage of 50% for research projects and 25% for development projects.

Additional bonuses possible for:

o    Small (20%) and medium (10%) sized companies;

o   According to policy objectives (1 time 10%) for: cooperation with research institutes (for > 20%); automotive, Sustainable Technological Development; aviation & space.

Flanders (IWT):

-       Open call where standard funding criteria apply (see website for more information: www.iwt.be).

-       Applicant needs to be a company established in the Flemish region with sustainable activity in this region. Universities/research institutes can participate but cannot apply on their own.

Flanders (IWT):

-       Submission to IWT of specific application detailing contribution + valorization perspective for Flemish partners. Celtic FPP needs to be added as reference document.

-       CELTIC label and signed PCA are needed (after signing of the contract) to get the funding.

The Spanish National R&TD Plan is composed of thematic areas, each one divided into National Programs and Strategic Actions.

The IST area includes the following:

  • National Program on Electronics and Communications Technology
  • Strategic Action on Digital TV
  • National Program on Informatics
  • National Program on Technologies of Services in the Information Society
  • Horizontal Action on Trust and Security on Information and Communications

Beneficiaries:

  • Industries (including SME's)
  • Public and Private Research Institutes (*)

(*) Only participants in cooperative projects. Solicitant should be an indurtry.

Modalities of funding:

  • - Loans: up to 75% of the total budget of the project. Payback term: 7 years, including a 2 years grace period.
  • Grants: The following percentages:
    - Industrial Research: 50% (60% for SMEs)
    - Technological Development: 25% (35% for SMEs)
Types of projects:
  • Individual projects
  • cooperative Project: led by and industry who acts as coordinator and responsible to the Spanish Administration

Items susceptible of funding:

  • Direct labour costs
  • Subcontractings up to 50% of budget
  • Fungible materials
  • Equipment and Instrumentation
  • Other general expenses (overheads and travel expenses) with a limit of 15% of labour costs

All the expenses should be directly related to project.

The procedure of funding is: Competitive calls.

NEW February, 2009:  Ongoing evaluation of projects from Celtic Call 6; results expectedd in June.

Procedure of funding concession:
  • Publication of Call for funding in the Spanish Official Journal
  • Submission of applications:
    - Application and Questionnaire
    - Technical Project Proposal
    The applications must be presented within the next 30 days after the call publication.
  • Evaluation. It will be carried out by the Ministry of Industry staff and other public institutions dependent on the Ministry. Also external experts may be used.
  • Provisional notification: within 4 months after submission
  • Ministerial Resolution: within 6 months after submission
  • In case of requesting advanced payment, companies must set up bank guarantees
  • Justification of the project. Beneficiaries must submit the cost statement of all expenses and related technical report within 2 months after the end of the year financed.

EUREKA Turkey office has recently announced a change in its procedures to
encourage more Turkish companies to take part in EUREKA projects. From now
on, the grant ratio given to EUREKA projects has increased to 75% for SMEs
and the application process has also been simplified for both EUREKA and
Eurostars projects.

No specific funding for Celtic projects / commitment to EUREKA for being more as a vehicle for collaborative R&D / Collaborative research is funded under the Technology Programme see www.dti.gov.uk/technologyprogramme. Telecommunications will not feature specifically in calls, but some technology areas may be relevant. Celtic proposals would need to compete against other projects in calls . Stand-alone academic participation in projects will not be funded by DTI. Some possibility if a University is working directly with a UK industrial partner.

DTI application form for national EUREKA Calls. Proposals must be submitted according to the guidelines in the relevant DTI call. Offers of Assistance will be for the duration of the approved project.
