Celtic is a Eureka cluster programme, which initiates and stimulates R&D projects on telecommunications systems and services in a broad context. Celtic brings together interested partners from industry, telecos, small/ medium sized enterprises, universities, and research institutes together to set-up and run joint international projects. In addition, Celtic provides contacts to national funding agencies.

Celtic sets-out calls for new project proposals every year. Each call is organized in two phases to simplify the proposal process and reduce time and effort to define a proposal. The duration of project is between two and three years and the number of different countries involved is between two and 10 countries.

The targeted overall project budget until 2011 is envisaged to accrue up to 1 billion euro.

In addition, Celtic also provides direct support for the running projects by providing sophisticated tools for reporting and controlling and assistance to successfully manage international projects.

Celtic is a not-for profit organization, which assures its operation through a contribution fee that is asked by all active project partners in a project. Currently this annual fee has been set to 1500 euro per planned person year of effort. Universities are exempted from the fee.
